The 106 hectare Woolloongabba Priority Development Area (PDA) was declared on 22 September 2023 and a new Interim Land Use Plan (dated September 2023) is now in effect.

The Interim Land Use Plan (dated September 2023) will be in effect until a PDA Development Scheme is finalised, following public consultation.

The PDA Development Scheme will provide streamlined planning and assessment processes that enable accelerated economic and community development.

The Woolloongabba PDA will transform the area as the southern gateway to Brisbane’s city centre and create interconnected neighbourhoods close to high-frequency public transport, jobs, services, shopping, entertainment, leisure, dining opportunities, and diverse living options, including affordable, social and accessible housing.

Given the PDA’s strategic positioning, city-wide significance and planned public transport infrastructure, it is anticipated that major urban densification and precinct revitalisation will be reflected in a proposed Development Scheme that will undergo public consultation in accordance with the Economic Development Act 2012. Public consultation is expected to commence in May 2024.

Engagement Opportunities

In the lead up to and during the public notification period in 2024, Economic Development Queensland (EDQ) will be running engagement activities to inform the community about the PDA, what changes mean for them and how they can make submissions about a proposed Development Scheme during the public consultation process.

During late 2023, EDQ undertook research, through a survey, to gauge the community’s understanding of precincts and what the PDA means for them.

    Thank you for your query.

    Potentially, any development proposal would need to be assessed against relevant planning requirements for the Woolloongabba PDA. Currently, temporary planning requirements are expressed in the Woolloongabba PDA Interim Land Use Plan; however, these temporary requirements will be superseded by long term planning requirements expressed in a development scheme once it is finalised. 

    A proposed development scheme for the Woolloongabba PDA is planned to be released for public consultation in April 2024. As part of the consultation process you will be able to make a submission expressing your views about the proposed development scheme, which will be considered prior to finalisation. Prioritisation of public and active transport options is a key focus for the Woolloongabba PDA.

    Thank you for your query. 

    Given the PDA’s strategic positioning, city-wide significance and planned high-frequency public transport infrastructure, it is anticipated that major urban densification and precinct revitalisation will be reflected in a proposed development scheme that will undergo public notification later in 2024, planned to commence in April. 

    From a land use perspective, more mixed use and residential developments are envisaged and, subject to an assessment against relevant requirements, may well be “allowed” or approved by the Economic Development Queensland - the relevant State Government Assessment Manager for the Woolloongabba PDA.

    Thanks for your query.

    As part of the Proposed Development Scheme preparation process, EDQ is considering how the PDA’s active transport network can be enhanced to better connect to other precincts and significant destinations including parks and public transport services. At this stage, we cannot confirm if a bicycle lane will be installed along Wellington Rd, connecting to Mowbray Park and the ferry terminal specifically, however EDQ is investigating improvements such as these.
