What is a housing strategy and why does Redland need one?
A housing strategy is a document to guide planning policy and planning scheme amendments to achieve housing supply and diversity outcomes that meet the forecast needs of a community.
The Redland area needs a housing strategy to address the region’s growth and population changes. Like all communities, Redland has diverse needs, and its housing supply should reflect this.
What is the government's role in planning for housing supply?
Effective planning and management of growth is a shared responsibility of both state and local government and is supported by non-profit, non-government organisations and the private sector.
How will developing the Strategy help affordability?
Affordability is a complex issue and is influenced by many economic variables.
Currently, more than 20 per cent of household income is spent on housing costs, and over a third of Redland’s residents are experiencing rental stress.
The Redland Housing Strategy will help ensure there is diverse, accessible, well-serviced and fit-for-purpose housing in the Redland area to drive affordable housing outcomes now and in the future.
Will the Strategy consider the environment?
Ensuring a sustainable balance between urban development and the natural environment is key to ensuring liveability within the Redlands. Diversity of housing, when planned and delivered in the right way, helps the liveability of neighbourhoods.
Statutory regional plans guide land use planning for state and local governments. The draft ShapingSEQ 2023 Update aims to support long-term sustainable pattern of development and has informed the draft Redland Housing Strategy.
Will the Strategy recommend infrastructure?
The Redland Housing Strategy will consider the capacity of existing and planned infrastructure networks.
The draft South East Queensland Infrastructure Supplement (SEQIS) has been developed to support the draft ShapingSEQ 2023 Update. SEQIS outlines a plan for critical regional infrastructure to support growth and this includes the Eastern Metro Infrastructure Project which is in early planning stages.
When the Redland Housing Strategy is finalised following community consultation, it will be updated to align with the final ShapingSEQ 2023.
What input will the community have into the Strategy?
The development of the Redland Housing Strategy has been informed by two rounds of community consultation.
In June 2023, the Redland community shared aspirations for ensuring everyone in the community has access to housing that suits their needs. This feedback shaped preparation of the draft Strategy.
In October 2023, the draft Strategy was published, and the community had an opportunity to read the draft Strategy and provide feedback in person or online.
Feedback received from the community will assist the Queensland Government in finalising the Redland Housing Strategy.
When will the draft Strategy be finalised?
The final Redland Housing Strategy will be informed by ShapingSEQ’s 2023 Update which is currently in draft. It is estimated the final Strategy will be released early in 2024.
Will the Strategy address social housing requirements?
The Queensland Government has developed the Queensland Housing Strategy 2017 -2027 which sets out a commitment to work with communities, industry and the housing sector to deliver a better housing future for all Queenslanders.
This is being delivered through several mechanisms, including the Housing and Homelessness Action Plan 2021 – 2025, which reaffirms objectives to increase social and affordable homes.
The draft Redland Housing Supply and Diversity Strategy is a separate strategy, and will work towards ensuring diverse, accessible and more affordable private housing housing options in the Redland area, now and in the future.
