The proposed amendments to the Regional Planning Interests Act 2014 (RPI Act) discussion paper (the discussion paper) is available for public comment and provides information about proposed amendments to the RPI Act and Regional Planning Interests Regulation 2014 (RPI Regulation).
The proposed amendments are primarily in response to some of the recommendations of the GasFields Commission Queensland’s (the Commission) “Review of Regional Planning Interests Act 2014 Assessment Process Report” (the report) – which reviewed stakeholder concerns on the complexity of Queensland’s planning framework and how the RPI Act manages the relationship between resource activities and agricultural interests. These stakeholder concerns were raised through an earlier Queensland Audit Office report titled ‘Managing coal seam gas activities’.
This discussion paper provides an opportunity for all stakeholders – including the community, land owners, local governments, the agriculture sector and the resource industry – to provide feedback on the proposed amendments.
Feedback will help to inform the government’s implementation of the Commission’s recommendations and potential updates to the RPI Act. Consultation has now closed.

Public Notification of the Mineral and Energy Resources and Other Legislation Amendment Bill 2023 (Coexistence institutions and subsidence management framework)
Alongside the RPI Act discussion paper, the Department of Resources are releasing a Consultation Paper outlining proposed amendments to the State’s coexistence framework to implement a management framework for coal seam gas-induced subsidence (CSG-induced subsidence), as well as changes to the State’s coexistence institutions.
The proposed legislative reforms set out in the consultation paper represent the next phase of government action in response to coexistence challenges and include a response to:
the issues related to CSG-induced subsidence and its management going forward
the review of the State’s coexistence institutions to ensure they remain effective and contemporary.
