The Oxley PDA Development Scheme was approved by the Queensland Government and came into effect on 9 August 2019.

The development scheme is the regulatory document that assists with planning, carrying out, promoting, coordinating and controlling land development within the PDA.

  • Construction Update January 2024

    We wish to notify you that the Songbird Oxley, Stages 2B & 2D (DEV2021/1191) package of works is due to commence on 29 of January 2024 and anticipated to be completed by May 2024, subject to inclement weather and/or industry delays.

    Stages 2B & 2D project scope includes the demolition of the old C&K childcare building footprint (following their relocation to their new centre within the stage 1 Songbird development area), remaining tree clearing, associated earthworks (allotments, roadworks and open space areas) and construction of a small road extension and accompanying civil services to complete Kingfisher Circuit.

    During the stage 2B and Stage 2D works, there will be added truck movements along Seventeen Mile Rocks Rd and infrequent HV traffic along Fort Rd/Blackheath Rd whilst completing the demolition and earthworks scope of works. Light vehicle traffic and access to the site will now be through the old C&K access driveway throughout the construction period.

  • Storm damage – fallen tree

    Economic Development Queensland (EDQ) is aware that the recent storm has caused a tree to fall in the closed off Stage 2A area in Songbird Oxley.

    As we are in peak storm season, EDQ has engaged an Arborist to carry out an Arborist safety audit review of all trees in the development to ensure the safety of the community.

  • Community Notice – Dead Wood Removal from Pocket Park Trees – September 2023

    Beginning next Friday, 22 September 2023, a qualified arborist will inspect the trees in the pocket park located on the eastern hillside of the site to ascertain the level of pruning of dead wood required and the most appropriate method of carrying this out. Removing the dead wood from the trees is expected to take between 1-3 days and will be completed the following week.

    How will the dead wood be removed?

    The arborist will prune off the dead wood, in small sections, so the branches can be lowered to the ground more easily and cause less damage to anything below. Pruning is usually carried out mechanically with a chainsaw or similar tool. Depending on the stability of the ground surface and the tree, accessing the dead wood may be done via:

    • trees may be climbed with ropes.
    • a working platform erected.
    • a crane or cherry picker used.

    The method of access is usually based on the safe work method used for the task, based on individual risk assessments for the site and the tree.

    Why are we removing the dead wood?

    Dead wooding is a process carried out by qualified arborists to remove dead wood from existing that are being retained in public places. Dead wood in these trees poses a potential safety risk to the public and potentially the tree for several reasons.

    Dead branches can unpredictably fall and potentially cause damage to people and property. Dead wood adds unnecessary weight to the tree that can make it unstable which can cause trees to fall in adverse weather conditions.

    Removing dead wood also helps the tree direct energy into healthy parts of the tree and can also assist in prolonging the life of older trees.

  • Road and footpath works - Seventeen Miles Rocks Road

    Oxley PDA Stage 2 external works is scheduled to commence on the 21/02/2023 and continue until the 27/04/2023.     Throughout these works there will be some lane closures, shoulder closures, footpath closures and bike lane closures. Throughout all stages of external works, Shadforth will have qualified traffic controllers on site to ensure the safety of the public and road users.

    Shadforth is also notifying immediately adjacent property owners directly to undertake building inspections to ensure there is a record of any likely damage that could possibly occur as a result of these works.   • Eastern hillside works to begin 9 January 2023

    Approved works to remove 18 trees (approved for removal - DEV2021/1191) along the eastern hillside area are set to begin on 9 January 2023.

    The works are expected to be completed on 11 January 2023, subject to weather conditions and contractor availability.

  • Songbird entry works from Monday 12 December

    Residents will see some activity at the entrance to Songbird, Oxley from Monday 12 December.

    The team from Birrunga will be onsite installing the next phase of indigenous-inspired artwork to the entry statement. The new artwork will include amazing motifs that further speak to the history of the site and surrounding area.

    The Birrunga team will be operating a cherry picker on both sides of the entry throughout the installation. A designated work area will be established at the estate entry while Birrunga is on site.

  • Change of development application lodged

    In April 2022, site investigations were undertaken within Lots 22 and 23 of Stage 1 that identified groundwater seepage occurring on Lot 22.

    The investigations included several trench excavations at selected locations within the lots where uncontrolled fill material (containing demolition waste and asbestos fragments) had been identified. Further test pit investigations were completed by Geotechnical Engineers, Butler Partners, to assess the extent of the uncontrolled fill.

    These additional investigations found uncontrolled fill material within the Tree Protection Zone of four trees located on Lot 23.

    EDQ have made every effort to retain the impacted trees, however the qualified arborist (The Tree Guru) and Butler Partners have confirmed removal of the four trees is required due to the extent of uncontrolled fill requiring removal. The qualified arborist assessment has determined that due to the extent of uncontrolled fill to be removed, the four trees would pose a risk to “life and or property” if retained.

    The uncontrolled fill will be replaced with suitable compacted material under Level 1 supervision.

    To enable these works to be completed a change of development application was lodged for the removal of the four trees located on approved Lot 23 in Stage 1. This application is currently under assessment with confirmation of a properly made application received on 5 August 2022.

    To offset the loss of the four trees, EDQ proposes to plant 12 trees (at a 1 to 3 ratio) within Lot 23.
