The development scheme is the regulatory document that assists with planning, carrying out, promoting, coordinating and controlling land development within the PDA.

The Oxley Priority Development Area (PDA) was declared on 10 August 2018 and an interim land use plan (ILUP) given effect. The development scheme supersedes the Interim Land Use Plan that has been in place since declaration of the PDA.

  • Shadforth Civil Pty Ltd secures Stage 2

    Queensland company Shadforth Civil Pty Ltd has been awarded the $8.7 million (GST Inclusive) civil and electrical contract for stage two works of the Songbird, Oxley development.

    It is expected civil works will begin in July 2022 and include the provision of necessary infrastructure – earthworks, internal and external road construction and upgrades, drainage, water, sewer, electrical and communications services – to allow for the construction of 48 residential lots.

    Stage 2 will also include the development of a 1.8 hectare (ha) public recreation park, remediation and stabilisation works in the 1.29 ha eastern hillside area, creation of a 3,487 square metre pocket park and rehabilitation and construction of informal tracks in the 3.45 ha conservation open space area.

  • Development approval granted for residential aged care

    Economic Development Queensland approved a development application for the construction of a 150-bed residential aged care facility at Songbird Oxley on 17 June 2022.

    Town Planning Alliance lodged the application on behalf of Rockpool RAC Pty Ltd on 25 June 2021 and the application was considered properly made on 27 July 2021.

    Rockpool Residential Aged Care (Rockpool) is expected to begin construction of the $45 million facility in early 2023 with completion forecast for mid-2024 (weather permitting). With the vision of life reimagined Rockpool’s aged care facility will be constructed over six levels and offer residential, respite, memory support and palliative care. It will form part of an integrated residential retirement lifestyle and care precinct in Songbird Oxley.

    Set back from the street frontage the residential aged care-built form will offer a sensitive transition to the streetscape which will feature a mixture of trees, shrubs and ground covers. The upper levels to the street frontage will recess back from the lower three storeys to the southern street façade, providing an even greater setback to the street. The building pad will sit below the street level further supporting the sensitive transition of building height.

    A range of thoughtfully designed spaces will support two resident communities per floor with the heart of each designed space featuring communal living and dining area. This best practice approach prioritises care, support and enables meaningful friendships between residents. Added communal amenities on the ground floor will include a wellness and vitality centre, hair salon, function room, theatre, café/alfresco area, function terrace and garden areas.

    The approved Rockpool development is part of the wider integrated residential retirement lifestyle and care precinct with a separate development application lodged by Honeycombes Property Group (Honeycombes) currently under assessment. The Honeycombes development proposes to include a community facility alongside a total of 77 over 50’s lifestyle apartments across three separate buildings.

  • New childcare centre in Songbird Oxley

    A development application for the construction of a new childcare centre in Stage 1 of Songbird Oxley has been approved.

    The approved development application, lodged by Yuingi Childcare MB Pty Ltd on 25 January 2022, caters for 86 children in a single storey design with 18 car parks.

    The new C&K centre will comprise five age-based activity rooms, commercial kitchen with adjacent children’s dining area and approximately 850 square metres of nature based outdoor play.

    Construction of the new centre is expected to begin in 2022.

  • Songbird Oxley Stage 2 development application approved

    The Development Application (DA) for Stage 2 (DEV2021/1191) Songbird Oxley, lodged on 1 June 2021 has now been approved.

    In accordance with the approved master plan, the Stage 2 development approval provides for the creation and construction of:

    • 48 residential lots ranging in size from 287 sqm to 865 sqm
    • 1.8-hectare public recreation park
    • 1.2-hectare open space reserve
    • 3,487 sqm pocket park
    • 3.4-hectare conservation open space and
    • internal and external road upgrades.

    The construction works associated with the Stage 2 development approval will require clearing of significant vegetation, and filling and excavation of ground material.

    The Songbird Oxley construction entrance off Cliveden Avenue has now been closed.

    Truck and vehicle movements into and out of Songbird Oxley will now be via the Seventeen Mile Rocks Road entrance.

  • Development application lodged for childcare centre

    A development application (DA) for Development Permit for a Material Change of Use for Childcare Centre at Songbird Oxley has been lodged with Economic Development Queensland (EDQ).

    Yuingi Childcare MB Pty Ltd lodged the DA on 25 January 2022 and EDQ deemed the application ‘properly made’ on 28 January 2022.

    The DA proposes the construction of a new childcare centre for 86 children on Lot 101 in Stage 1 Songbird Oxley.

    A development application (DA) for a retirement facility and community centre at Songbird Oxley has been lodged with Economic Development Queensland (EDQ).

    Honeycombes Developments lodged the DA on 27 October 2021 and EDQ deemed the application ‘properly made’ on 10 November 2021.

    At this stage, it is envisaged public notification will not be required, as the application is consistent with the approved master plan for the site, which underwent public notification. It is also understood that the development does not exceed the parameters that trigger notification under the provisions of the Oxley PDA Development Scheme.

    Please note, the retirement facility and community centre DA is separate to the aged care precinct DA lodged on 25 June 2021.
